Flood Operations – Foundation (Annex G)

This course is aimed at workers from non-rescue organisations who provide support during a flood response.

The Flood Operations Foundation (FO-F) course meets the requirements laid out in the Defra Flood Rescue Concept of Operations, Annex G, Water & Flood Non-Rescue Support Operations Training Module. It is designed for workers and volunteers from non-rescue organisations who support the wider response efforts during water and flood-related events and includes the syllabus from Defra Module 1 (Water and Flood Awareness). Examples of audiences include Community Flood Wardens, Duty Flood Officers within the Environment Agency or Natural Resources Wales, and Flood Operatives from Highways and local Councils.

Workers who want a higher capability in flooding events should take the full Flood Operations (FO) course, which includes a co-worker rescue capability.

Workers who operate near or in water, but not during flooding events, should take the Safe Working Near Water (SWNW) or Safe Working in Water (SWIW) course.

Core course content includes:

  • Hydrology and water hazards
  • Incident management and site control
  • Accidental immersion considerations
  • Shallow water wading techniques
